Foreign Office, October 5, 1905 I HAVE had under my consideration your despatch No. 242 of the 11th July, in which you transmit with your observations a detailed statement drawn up by the merchants and bankers of Shanghae, in amplification of their telegram, forwarded through His Majesty's Consul-General, relative to the alleged non-fulfilment by the Chinese Government of their engagements under the Mackay Treaty of 1902.
I have to express my thanks to you for this exhaustive report, which, besides enabling this Department to deal with complaints as to the failure of the Chinese to carry out the Treaty, will be of much use for purposes of reference.
I inclose a Memorandum dealing with the representations made by the Shanghae merchants in their letter,* and I request that you will be good enough to communicate it to the signatory firms.
